「食」は健康だけでなく、環境や経済、社会の公正さにも深く関わっています。近年、各国や国際機関は食料システム(生産から流通、消費までの一連の仕組み)を持続可能な形に変えていこうという取り組みを進めてきました。しかし、こうした取り組みがどれだけ進んでいるのかを測る「共通のものさし」は、実はこれまで十分に整っていませんでした。今回、ネイチャー・フード誌に掲載予定の研究は、この「ものさし」となる目標値と比較基準(ベンチマーク)を整備し、世界の食料システムがどこまで進み、どこが遅れているのかを評価しています。

研究でわかったこと

この研究は、Food Systems Countdown Initiativeと呼ばれる枠組みをもとにしています。研究チームは、国際的に合意されている公約や規範的な目標に基づいて、44の指標について達成すべき「目標」を定めました。それに加えて、世界全体・地域別・所得グループ別に、実際に達成されている実績データをもとにした「ベンチマーク(同水準の国々と比べた参照値)」も設定しました。

そのうえで、各国がこれまでどのように進捗してきたかを振り返り、2030年および2050年という2つの時間軸で、目標やベンチマークを達成するためにはどれだけのペースの改善が必要かを算出しています。

その結果、世界全体で見ると、現在の進捗ペースでは2030年の目標やベンチマークの達成には不十分であることが示されました。一方で、各国の状況を、世界全体ではなく地域や所得グループごとのベンチマーク(こちらは全体的にやや達成しやすい水準に設定されています)と比較すると、指標や地域によっては良好な成績が見られるものの、それでも依然として差は残っていると報告されています。

さらに、2050年という長期的な視点で見ると、各国が軌道を修正し、改善のペースを加速させれば、多くの目標やベンチマークの達成は可能であることが示唆されています。ただし、一部の指標については、達成のために相当な投資や政策的な介入が必要になるとされています。

この研究の位置づけ・読むうえでの注意

この研究は、食料システムの進捗を評価するための目標値とベンチマークという「共通のものさし」を新たに整備し、それに基づいて現状を分析したものです。要旨からは、具体的にどの国や地域がどの指標で特に遅れているかといった詳細までは読み取れません。また、これは一つの研究であり、今後の政策や国際的な議論の中でさらに検証や更新が重ねられていく性質のものと考えられます。数値目標の達成可能性についても「可能である」という見通しが示されている一方で、それは各国が対策を加速させることが前提とされている点に注意が必要です。

まとめ

食料システムの変革は、健康、環境、経済といった複数の側面にまたがる大きな課題です。今回の研究は、その進み具合を客観的に測るための目標とベンチマークを整備し、世界全体では2030年目標の達成が現状のペースでは難しいこと、しかし各国が取り組みを加速させれば2050年までの達成は視野に入ることを示しました。私たちの食卓を支える仕組みが今どこに位置しているのかを知る一つの手がかりとして、興味深い内容と言えるでしょう。
